The American Recovery and Reinvestment Act of 2009 (ARRA) was signed by President Barack Obama on February 17, 2009.  The ARRA is geared towards creating jobs, modernizing healthcare, investing in renewable energy, making higher education more affordable and improving the nation’s roads, bridges and mass transit systems.
